A market review and internal assessment has identified substantial risks associated with migrating to a new supplier, including:\r\n -High risk of technical issues during system and application migration, potentially leading to reputational damage for Police Scotland.\r\n -Severe impact on critical C3 operations, particularly given existing project delays.\r\n -Potential disruption to emergency services (999 and 101 numbers) due to ongoing UCCP rollout.\r\n -Unprecedented complexity, as a migration of this scale has never been conducted within Police Scotland, resulting in an unacceptably high risk profile.\r\n Given these factors, transitioning to a new supplier would pose a critical risk to public safety and operational continuity, justifying the use of the negotiated procedure without prior publication.\r\n The Authority intends to do a full procurement exercise during the term of this contract ensuring there is no risk to the running of the Authority\u00e2\u0080\u0099s systems whilst a full procurement exercise takes place.",
