    "procurementMethodRationale": "The grounds for justification of awarding this contract without seeking offers\r\n through a formal procurement procedure is that competition is absent for technical reasons. Under clause\r\n 33 (1)(b)(ii) of the legislation, a contracting authority may award a contract without competition (only where\r\n no reasonable alternative or substitute exists, and the absence of competition is not the result of artificial\r\n narrowing down of parameters of the procurement). In this case, the grounds for not exposing to\r\n competition are as follows:\r\n Technical exclusivity \u0026 IP dependencies\r\n The simulator\u00e2\u0080\u0099s architecture and control stack are proprietary to OSC. Hardware selection must conform to\r\n OSC\u00e2\u0080\u0099s bespoke specifications and closed interfaces to prevent malfunction, data integrity issues, or loss of\r\n certification.\r\n Third parties do not have access to OSC\u00e2\u0080\u0099s proprietary protocols, source code, or detailed design artifacts\r\n required to safely and correctly integrate hardware and recalibrate the simulator.\r\n Warranty, accreditation \u0026 system assurance\r\n Upgrades performed by non-authorized vendors may void warranties, breach license conditions, or\r\n jeopardize accreditation/validation status. OSC is the only supplier able to guarantee conformance and\r\n maintain the assurance case.",
