Lot Description: The provision of a Digital Expert Programme is aimed at increasing the confidence and desire amongst Glasgow businesses to explore and adopt digital technologies and platforms, productivity and efficiency through 1-2-1 support. Glasgow City Councilâs Economic Development Section within the Chief Executives Department provides access to free business support / impartial advice to start up and existing businesses in Glasgow (Recipient Businesses). The service provided by Business Glasgow who are part of the Economic Development Section, has evolved in response to the prevailing economic conditions and to the needs of local economies and as such provides this Digital Expert Programme.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015

The successful tenderer shall also impose this condition on its subcontractors in respect of payments due to any sub-sub-contractors, if any.\r\n Applicants will be required to complete the prompt payment certificate contained in the Qualification Envelope area within PCS Tender portal.\r\n Non \u00e2\u0080\u0093 Collusion - Applicants will be required to complete the Non-Collusion certificate contained in the Qualification Envelope area within the tender portal.\r\n Insurance Mandate - All successful suppliers will be required to sign an Insurance Mandate, which will be issued in conjunction with the award letter authorising the Council to request copies of insurance documents from the supplier\u00e2\u0080\u0099s insurance provider. If the mandate is not signed and returned the Council reserves the right to request copies of insurance certificates from bidders at any point during the contract period.\r\n Terms and Conditions are located within the Buyers Attachments area of the tender portal.\r\n Request for Documentation: Once the Evaluation of Price and Quality has been completed, the recommended Bidder will be expected to provide all documentation as specified in the SPD. "reviewDetails": "Glasgow City Council (\u00e2\u0080\u009cthe Council\u00e2\u0080\u009d) must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates concerned of its decision to award the contract, conclude the framework agreement or establish a dynamic purchasing system. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent, when sent by other means the period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 85(1) of the Public Contracts (Scotland) Regulations 2015 (\u00e2\u0080\u009cthe Regulations\u00e2\u0080\u009d). The Council is obliged to comply with the Regulations and any eligible economic operator can bring an action in the Sheriff Court or the Court of Session where as a consequence of a breach by the Council, suffers or risks suffering loss or damage. The bringing of court proceedings during the standstill period means that the Council must not enter into the contract, conclude the framework agreement or establish the dynamic purchasing system unless the proceedings are determined, discontinued or disposed of; or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the Regulations. Economic Operators can write to the Council seeking further clarification on the notice, to which the Council must respond within 15 days. Economic Operators should be mindful to seek their own independent legal advice when they consider appropriate to do so.",

"description": "In order to pass the Financial Check section of the contract, it is mandatory for companies to attain the undernoted:-\r\n On receipt of the bids a list of Bidders will be assessed by Finance as follows.\r\n Service Providers must comply with the undernoted financial requirements in order to participate in the tendering process:-\r\n There is a minimum financial requirement that affects trading performance and\r\n balance sheet strength. Financial requirements for trading performance and\r\n balance sheet strength should be calculated on latest filed accounts with Companies\r\n House.\r\n Trading Performance:\r\n An overall positive outcome on EBITDA profits over a 3 year period.\r\n Exceptional items can be excluded from the calculation.\r\n The above would be expressed in the ratio EBITDA/Turnover\r\n Balance Sheet strength:\r\n Net worth of the organisation must be positive at the time of evaluation and\r\n organisation must not be subject to an insolvency process.\r\n Intangibles can be included for purposes of the Total Assets figure.\r\n The above would be expressed in the ratio Total Assets/Total Liabilities\r\n Companies(Service Providers) that are only required to file abbreviated accounts,\r\n must submit full sets of accounts for the last two individual years filed, in order for the three year profitability requirement to be verified.\r\n An applicant(Service Provider should have no outstanding issues, with regard to\r\n statutory filing requirements with Companies House.\r\n Applicants who have been trading for less than the 3 years noted above must\r\n provide evidence that they are complying with the above minimum financial\r\n requirements for the period in which they have been trading.\r\n Applicants who do not comply with the above financial requirements but are part of a\r\n Group, can provide a Parent Guarantee if the Parent company satisfies the financial\r\n requirements stipulated above.\r\n Glasgow City Council reserves the right, at its own discretion, to seek such other\r\n information from the Bidder in accordance with Regulations 61(7) or Regulation 61 (8)\r\n of the Public Contracts (Scotland) Regulations 2015 to prove the Service Provider\u0027s\r\n economic and financial standing.\r\n Service Providers will be required to provide adequate assurance of financial strength to successfully complete their contractual obligations and have available their two (2) most recent sets of annual audited accounts including profit and loss information.\r\n The Council reserves the right at its own discretion to seek such other information from the Applicant in accordance with Regulation 61(7) or Regulation 61(8) of the Public Contracts (Scotland) Regulations 2015 to prove the Applicant\u00e2\u0080\u0099s economic and financial standing.\r\n Applicants who are subsequently appointed to the Framework shall, during the lifetime of the Framework Agreement, inform the Council immediately of any material changes to the information provided in their submission in relation to economic and financial standing.
