As such, the Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.\r\n Owing to the nature of the Services the Authority requires providers who are in close proximity to its patient cohort. Within the geographical boundaries covered by the Authority there is an absence of competition for the services and the Authority has therefore negotiated contracts with the providers technically capable of providing the services. These providers, having provided the services in the geographical area for many years, will further ensure consistency in the provision of care that meets the needs of the local population.",
