Description

This work is part of the Powys Schools Transformation project. The aim of this project is to review the options for the rights of way crossing the sites of 36 school sites. The work is targeted at improving site security for safeguarding pupils and staff, whilst maintaining reasonable access for the public to comply with legal obligations.On desktop assessment, sites have been graded as high, medium or low priority in relation to taking additional safeguarding action in relation to rights of way. This will be formally reviewed at stage 4, based on the options appraisal. This will inform priorities for later work.An initial review of options is required, to assess opportunities for:•Legal diversion of the paths concerned, to maintain access in a location that is commensurate with both site security for safeguarding and convenient public access.•Identification of sites where this is unlikely to be possible and consideration of other options for achieving site security for safeguarding.On agreement of which options to pursue for each site, the contractor will then take forward the necessary community consultation and work prior to legal Order making, where that is required. If post Order making work is required e.g. addressing concerns, referral of the matter for an external decision and / or appeals, the contractor will undertake this work.The deadline for completion of the work and then the submission of the final invoice is 31st August 2027.
