Description

Award - CCS Research & Insight DPS - RM6126The Restricted Roads (20 mph Speed Limit) (Wales) Order 2022 reduces the general speed limit for restricted roads from 30 miles per hour to 20 miles per hour in Wales. The Order came into effect on the 17th of September 2023.The Restricted Roads (20 mph Speed Limit) (Wales) Order 2022 was introduced by Welsh Government to:• Reduce the average speed of vehicles on restricted roads.• Reduce the number of people being killed or seriously injured because of road traffic collisions.• Encourage a change in travel behaviour, e.g. from private car to walking and cycling• Reduce the dominance of motor vehicles in vehicle/pedestrian interactions.• Maintain or improve local air quality.• Reduce carbon emissions from transport (e.g. less non-exhaust particulate pollution (PM2 & PM10) associated with less brake wear, tyre wear and road abrasion).The purpose of the contract is to commission an evaluation of the Restricted Roads (20mph Speed Limit).The aims of the evaluation are:• To review and update existing evidence around the relationship between 20mph and reducing collisions, injuries and improving quality of life.• To review the effectiveness, efficiency and implementation of the Restricted Roads (20mph Speed Limit) policy.• To assess the extent to which the policies aims have been achieved, and the extent to which any observed changes can be attributed to the policy.• To provide evidence of the outcomes and impact of the policy for individuals and communities.• Assess the value for money of the policy.The above aims should be met through a literature review and answering process, outcome and impact evaluation objectives.
