    "description": "South Tyneside Council are inviting tenderers for the Provision of Advertising Services.  \r\nThere is no guarantee of business however South Tyneside Council anticipate the range of value to be in the region of \u00a338K - \u00a395K per annum and is divided into 2 Lots.\r\nLot 1 - Media Buying Services - approximate value \u00a323K - \u00a337K\r\nLot 2 - Filming - approximate value \u00a315K - \u00a358K\r\nTenderers can submit a tender for one or both Lots.  The three highest scoring suppliers will be ranked on each Lot. The allocation of work will be by Direct Award to the 1st ranked supplier, however, Council reserves the right to call off the Framework to the 2nd ranked Supplier if the 1st ranked supplier cannot carry out the requirements within the timescales and so on.  \r\nThe Council also reserve the right to run a further competition evaluated 100% on price within each lot at any time during the framework period. The lowest priced bidder would be awarded the work.  This process could be utilised for specific campaigns.\r\nThe call-off agreement will be drawn down by way of purchase order.",
