    "description": "1. Introduction\r\nKeighley Town Council invites quotations from competent and experienced contractors to undertake regular maintenance of the town centre floral displays over a period of three years. The appointed contractor will be responsible for maintaining the public realm to a high standard, ensuring that the area is safe, clean, and presentable for both residents and visitors.\r\nThis Invitation to Quote (ITQ) is issued in accordance with Keighley Town Council\u0027s Financial Regulations and Public Procurement legislation, for contracts below the current UK procurement threshold.\r\n2. Scope of Works\r\nThe scope includes, but is not limited to:\r\n\u2022 Maintenance of floral displays within town centre\r\n\u2022 Weeding and moss control\r\n\u2022 Planting of flowers in permanent stone planters\r\n\u2022 Planting of tiered basket containers and hanging baskets\r\nFrequency: A detailed specification and schedule of tasks is provided in Appendix A.\r\nStandards: All works must be carried out in accordance with best industry practice and relevant health \u0026 safety legislation.\r\n\r\n3. Procurement Process\r\nThis contract is procured under an open quotation procedure appropriate for contracts below the current public procurement threshold. Keighley Town Council will adhere to the principles of:\r\n\u2022 Transparency\r\n\u2022 Non-discrimination\r\n\u2022 Equal treatment\r\n\u2022 Proportionality\r\nAll interested contractors are invited to submit a written quote as per the instructions below.\r\n4. Evaluation Criteria\r\nAll submitted quotations will be assessed using the following weighted criteria:\r\nCriteria\r\nWeighting\r\nPrice\r\n50%\r\nMethod Statement / Delivery Plan\r\n20%\r\nRelevant Experience \u0026 References\r\n20%\r\nEnvironmental \u0026 Sustainability\r\n5%\r\nHealth \u0026 Safety Arrangements\r\n5%\r\nOnly submissions meeting all mandatory compliance requirements (see Section 7) will be evaluated.\r\n5.
