    "description": "Westminster City Council and the Royal Borough of Kensington and Chelsea are recommissioning the older peoples\u0027 day opportunity services across the Bi-Borough area to offer a wide range of flexible services that can adapt to people\u0027s changing needs whilst offering targeted support where required. The following summarises the key changes to the current service model, the new model requirements and issues expected to be addressed.  \r\n\r\nThe new model includes: \r\n-\tRedesigns the Bi-Borough befriending and outreach services to support people with complex needs to access services. \r\n-\tEstablishes secure dementia services in both Kensington and Chelsea, and Westminster. \r\n-\tTransitions an RBKC centre from a hybrid day centre model, which included both day centre places and drop-in services, to a drop-in-only service, while continuing to support individuals with complex needs.\r\n\r\nThe future services will need to respond to service users\u0026apos; needs and wishes, with co production and co design as core delivery principles. \r\n\r\nBroadly the new model will cover the following: \r\n-\tBuilding based services which are open access and are either free or low cost. \r\n-\tServices in people\u0027s homes, close to where people live and offer a helping hand.  \r\n-\tSupport for people with more advanced and complex needs in day centres.  \r\n\r\nThe procurement opportunity is divided into three lots: Community Support, Age Well Centres/Hubs, and Day Centres.  Each lot has multiple \u0027sub-lots\u0027 with additional service specific requirements.   \r\n\r\nThis tender is an open procedure under the \u0027light touch regime\u0027 in accordance with the Procurement Contract Regulations 2015.
