    "description": "The supplier is required to undertake a comprehensive research project to \r\ninvestigate the actual role of road connectivity in UK housing delivery. The \r\nservice will provide an evidence base to answer the following key research \r\nquestions and objectives:\r\n- To investigate whether road connectivity is holding housing delivery \r\nback and what other factors are impeding housing delivery.\r\n- To quantify the frequency and scale at which a lack of road \r\nconnectivity on the Strategic Road Network (SRN) is the primary of \r\nlimiting factor for housing projects not being delivered.\r\n- To systematically identify and rank the most significant non-road \r\nfactors currently impeding housing delivery in the UK, eg planning \r\nsystem delays, land acquisition costs and availability, developer finances \r\nand market viability, labour and material shortages, and water and energy \r\ninfrastructure constraints.\r\n- To characterise and investigate the specific circumstances or \r\nconditions under which the SRN becomes a critical limiting factor for housing delivery. This includes examining different types of developments \r\n(eg large-scale new towns vs. small-scale infill projects), geographical \r\nlocations (eg urban vs. rural), and the nature of the road issue itself (eg\r\ntraffic congestion, safety concerns, or a complete lack of access).\r\n- To analyse how road-related challenges interact with other identified \r\nbarriers (eg planning system delays, utility infrastructure capacity, \r\neconomic viability, land availability) to collectively impact the speed and \r\nscale of housing delivery.\r\n- To develop a predictive model or framework that can help NH predict \r\nthe likelihood of the SRN being a limiting factor for future housing \r\ndevelopments based on a set of identifiable conditions.\r\n- To identify the most effective interventions NH can implement or \r\nadvocate for, both directly and indirectly, to mitigate road-related barriers \r\nand support broader housing delivery goals.",
