    "description": "Existing Openreach apparatus was going to be affected by the planned redevelopment of site so therefore was required to be relocated. During this process Openreach were asked by STDC to lay duct in the West Side of South Gare Road. Due to the ground conditions in the specified area, additional costs were incurred by their appointed contractor. Openreach were paid in advance of the works carried out previously and therefore this fully covers the increase in costs. \t\t\r\n\r\nThe authority was not made aware of the increase in costs accrued under this contract until recently which explains the historical nature of this notice. At the time which the authority was made aware it undertook thorough checks to ensure the legitimacy of the charges. The original reference for these works was STDC-PROC-0183.",
