    "description": "In directly Awarding a contract to Martin Arnold LLP for the provision of Multi-Disciplinary Services for Torridon House . The contract is planned to commence on 1st May 2025 for a period of 19 months till 31st December 2024, with an option to extend for 24 months.  The contract also makes allowance for a further 24 months to cover the defect liability period, which expires in December 2027.  The proposed appointment of Martin Arnold Ltd follows Geoffrey Osborne Limited going into administration on the 25th of April 2024, with the Council now seeking to conclude the multi-disciplinary services appointment. At the time of insolvency, the Torridon House  scheme was approximately 80% complete, with an original date for practical completion in August 2024.  \r\n\r\nThe procurement is a direct award via the Procure Public Framework. The permissions through the framework allow for a direct award without opening for further competition and to that effect WCC is direct awarding to Martin Arnold LLP due to programme constraints caused by Geoffrey Osbornes going into Administration. Martin Arnold LLP  tendered for Contract Notice for Lot 2 which comprises in relation to Employers Agent and Quantity Surveyor Services under Contract Notice Reference 2023/S 000-012352 and were awarded a place on Lot 2 under the Procure Public Framework award notice Ref: 2023/S 000-021386.
