Description

Cambridgeshire County Council (the Authority) owns or occupies/operates around 1,000 sites across the County, including 250 schools, c.450 corporate sites (including libraries, community buildings and offices) and c.250 County Farms. Many of these buildings may contain asbestos in one form or another. This procurement process is to identify and appoint a framework with multiple Service Providers to provide a complete Asbestos Removal and Demolition Service in respect of the Authority's property portfolio. The full range of Asbestos removal Services includes encapsulation, environmental clean, asbestos waste collection. These requirements will be divided into 2 Lots, with Lot 1 being for the provision of Asbestos Removal Services only, and Lot 2 being for provision of Demolition Services only. Service providers on each lot will be required to offer the full range of Services pertaining to each individual lot. The Authority proposes to award a framework comprising 2 lots: Lot 1 Asbestos Removal with six providers and Lot 2 Demolition with four providers for an initial period of 36 months, with an option to extend for 12 months, making 48 months in total. It is difficult to predict the exact value of this contract as the Authority's property portfolio is likely to vary over the contract term, but it is estimated that the total value is not expected to be less than £2,000,000 or greater than £3,000,000; however, these figures are given as a guide only and not guaranteed. The estimated spend figure for this framework is based on the potential usage for those expressing an interest but allowing sufficient spend should other eligible parties decide to utilise the framework. For clarity, Cambridgeshire County Council's annual spend is estimated to be £250,000 per lot for Cambridgeshire County Council.
