    "description": "The Consultant is to provide resources as below to support the Operational Commercial Delivery team Concrete with close out of Concrete Roads contracts in the East.\r\n\r\n\r\nBackground\r\nNational Highways have procured reconstruction works on the A12 and A14 which is ready to be closed out and assessed. These have CEs equal to 15% of the scheme value, and specialist services are required to support the close out of these contracts. \r\nDescription of service\r\nTo enable close out the CEs and final account the A12 and A14 concrete recon schemes. It is recognised that there are risks around timing, dependent upon the concrete roads contractors provision of information.\r\nProvision of:\r\nPosition statements for Compensation Events with cost ranges and risk assessment\r\nMajority of costs evidenced for final account with position statement highlighting potential dispute areas and unresolved matters with risk assessment.\r\nClose out of A12 and A14 schemes through final accounting.\r\n\r\nThe resources required are to have in depth knowledge and experience of the commercial aspects of the Concrete Framework, and be highly experienced in managing final accounts and supporting negotiating commercial closure of contracts",
