    "description": "This service will manage and administer the delivery of schemes up to the completion of \r\nthe 3D Stage Gate 2 Preliminary Design and review, comment, or approve designs on \r\nbehalf of National Highways beyond that point as they progress through the 3D Stage \r\nGate process with outcomes recorded on the CDMT management system. The service \r\nwill act to supplement the existing National Highways team led by Eloise Phillips.\r\nThe service will support and enable the progression of the tunnels and road side \r\ntechnology programmes expected to be delivered from this point to the end of RIS 3.\r\nFor bidding purposes, we ask that bidders set out a service proposal over the 6 year \r\nperiod using the requirements set out in the resource schedule. We request that bidders \r\nprovide an overall costed WPPS for the entire 6 year period and separate costed WPPS \r\nfor each year which will be termed sections of the overall bid.\r\nThe initial award will be for the first year which will be termed Section 1 of 6. Prior to each \r\nsubsequent Section award a review of the need will completed to ensure the service \r\nmatches the demands of the annual Tunnels and Road Side Technology scheme plans. \r\nThe service requires the provision of full-time technical resource as identified in the IFT. \r\nThe IFT outlines the number of resources required per Section along with the minimum \r\nlevel of tunnels or road side technology asset management knowledge and experience. \r\nAny resource provided is expected to act in the capacity of National Highways and work \r\nunder the leadership of National Highways employees.\r\nThe roles outlined in the IFT will report into Eloise Phillips. Resources should be based \r\nin the South East of England and able to access one of National Highways offices \r\nlocated in either Maidstone (Kent) Guildford (Surrey), and/or Basingstoke (Hampshire) \r\nfor a minimum of 2 days per week. Travelling and subsistence expenses will be \r\nreimbursed at cost subject to the upper limit of allowances payable to National \r\nHighways staff.",
