    "description": "This research will build on the LGA-CCN all-age SEND research to focus on the situation in the early years education and childcare system.\r\n      The report will: \r\n      \u2022 Build an understanding of the scale of SEND need in the early years.\r\n      \u2022 Set out how the early education and childcare system currently functions to provide inclusive education and special educational needs and disability support.\r\n      \u2022 Consider the challenges in the system which prevent children and their families in the early years from getting the support they require. \r\n      \u2022 Outline potential solutions to these challenges with recommendations for local and national government and partners. This should explore immediate change and suggestions for longer term reform, as part of the wider review of the SEND system.",
