Description

The MCA requires specialist financial advice to support it in its procurement to replace the current contracted aerial dispersant spray services which are due to expire on 28 February 2024 (28 February 2025 if an extension option is utilised) and associated oil spill response services. Collectively these services are currently worth circa £8m per annum and will likely be retendered under a long term arrangement (8-10 years). As part of its review of resources the MCA will be exploring how the delivery of future oil spill response services is structured in terms of contractual arrangements to ensure they are fit for purpose, efficient, cost effective and collaborative; financial advice will be crucial for this assessment. The financial advisors working on this requirement will provide expert advice throughout the aerial spray procurement - in the development of procurement documentation including selection questionnaire, invitation to tender and associated scoring criteria and weightings, assisting in the drafting of the new contract, ensuring it represents best value for money, ensuring bidders are financially fit for purpose, ensuring the contract (including pricing) is professionally negotiated and providing timely advice on financial matters that arise throughout the procurement. The procurement activity was conducted by the form of a mini-competition from Lot 4 (Finance) of the Management Consultancy Framework (MCF3). This is a transparency notice to reflect the cost variation to facilitate additional support required for the ongoing procurement
