The consultant team will be required to develop the Strategic Outline Business Case for the Regent Street, Haymarket and Piccadilly Circus public realm programme. This will essentially follow the HM Treasury 'Green Book' guidance , but must also respond and support The Crown Estates' 'Value Creation Framework' and other guiding partner principles (individual or joint).
