    "description": "As part of the National Highways LED Rollout, the organisation has set a target for 70% of \r\nstreetlights to be converted to LED by 31 March 2027, supporting the broader Net Zero \r\nCarbon commitment.\r\nThis initiative includes investment in Central Management Systems (CMS) - a central \r\nsoftware platform, designed to optimise network interventions while enhancing lighting \r\ncontrol and energy usage monitoring. i.e. by extending lamp life, providing remote \r\nmonitoring and control of energy usage and fault reporting; reducing energy usage and \r\ncarbon emissions, and by removing the need for scouting / roadside visits.\r\nCMS are essential in modern street lighting systems that dim lighting in accordance with \r\nstandards and guidance, when traffic flows are lighter. However, it has become clear that \r\nthe CMS is not being utilised to its full potential and requires optimisation to deliver the \r\nintended benefits.",
