    "description": "TREASURY/25/1 Ashford Borough Council is looking to procure Treasury Management Specialist Advice Services.  The services will cover;\r\n4.1.1\tproviding investment advice;\r\n4.1.2\tproviding interest rate and economic forecasts and assistance for the formulation of an in house investment strategy;\r\n4.1.3\tidentify a client manager who will facilitate regular strategy meetings and act as a key point of contact with the Council;\r\n4.1.4\tpro active updates on economic and political changes that may require modification to investment strategies;\r\n4.1.5\tadvice on the Council\u0027s Annual Investment Strategy;\r\n4.1.6\tadvice/alerts on counterparty creditworthiness, including updates on changes in ratings;\r\n4.1.7\tprovision of suitable Local Authority (LA) treasury templates and advice on maintaining:\r\n4.1.8\tdetermination of and assistance with Prudential Indicators;\r\n4.1.9\tprovision of advice on preparation of the annual Statement of Accounts with reference to treasury management/ financial instrument items advised by the Chartered Institute of Public Finance and Accountancy (CIPFA) Code;\r\n4.1.10\tassistance in technical discussions with auditors;\r\n4.1.11\tadvice on technical issues, capital finance and accounting advice;\r\n4.1.12\tat least two places at each of the Tenderer\u0027s usual seminars, training courses, workshops and treasury strategy meetings;\r\n4.1.13\tcapital finance and accounting advice to reflect best practice and changes in statutes, regulations and accounting rules appropriate to a local authority;\r\n4.1.14\tadvice on leasing;\r\n4.1.15\tbenchmarking information and analysis quarterly;\r\n4.1.16\tpractical support in monitoring treasury management performance/practices;\r\n4.1.17\tadvice on debt management, scheduling, borrowing strategy and movement in Public Works Loan Board (PWLB) rates;\r\n4.1.18\tassistance in any technical discussion with internal and external auditors on treasury management/financial instruments and related accounting advice if necessary;\r\n4.1.19\twebsite access to any dedicated area applicable to local authorities.\r\n4.1.20\tattendance (virtual or in person) to present to members of the Council (usually annually) to give insight into the Council\u0027s Treasury Management Activity.\r\nProcurement documentation can be accessed via the Kent Business Portal https://www.kentbusinessportal.org.uk/",
