    "description": "The UK Government\u0027s Partnering for Accelerated Climate Transitions (UK PACT) programme invites quotations from qualified suppliers or consortia to establish and manage a responsive technical assistance facility in Vietnam.\r\n\r\n The selected supplier will deliver targeted support across three components:\r\n1. Greening the Vietnam International Financial Centre (IFC)\r\n2. Strengthening national green finance regulations\r\n3. Piloting and scaling innovative green finance instruments\r\n\r\nThe contract will be delivered through two distinct workstreams:\r\n\r\nWorkstream 1: Facility Management - Includes strategic planning, ODA registration, monitoring and reporting, and subcontractor management.\r\n\r\nWorkstream 2: Technical Assistance Delivery - Involves the design and implementation of technical packages aligned with government priorities, using in-house or consortium expertise.\r\n\r\nBidders must propose a core team based in Vietnam and demonstrate experience in green finance, regulatory reform, and stakeholder engagement.
