    "description": "The Council has identified the need to enter into a PCSA with a design and build\r\ncontractor in order to to undertake the works of capital improvements to Old Trafford Sports Barn in Old Trafford. \r\n\r\nThe Council is looking to take the indicative design through the RIBA stages, secure\r\nplanning permission and produce an indicative cost plan.\r\n\r\nThe Council proposes to enter into a Pre Contract Service Agreement (PCSA) that\r\nwould take the layout shared by the operator, work the design through the RIBA\r\nstages, secure planning permission and produce a cost plan.\r\n\r\nOn receipt of these items and the Council determining they are generally able to\r\nproceed, a main contract will be executed.\r\n\r\nThe Council determined that the most appropriate route to market for the design\r\nand build project was procuring through the North West Construction Hub (NWCH)\r\nFramework.\r\n\r\nThe NWCH call-off route involves a two-stage process whereby an Expression of\r\nInterest stage is used to determine which Contractors are interested in the\r\nopportunity. This process ensures that only the Contractors looking to bid are taken\r\nthrough to the Invitation to Tender stage. The expression of interest period ran from\r\n6th October 2025 to 13th October 2025.\r\n\r\nFollowing the Expression of Interest, the NWCH route to market involves a second\r\nstage tender - the process is restricted to those Contractors who expressed an\r\ninterest.\r\n\r\nThe tender was run through the Chest e-procurement portal with the tender period\r\nrunning from 27th October 2025 to 24th November 2025 (circa 28 days).\r\n\r\nThe award criteria for scoring was agreed as follows:\r\n\r\nPrice (30%)\r\nQuality (70%) - breakdown as follows\r\nMethod Statements (50%)\r\nThere were 3no. scoreable questions (1-5 scoring scale)\r\nSocial Value (20%)\r\n\r\nThere was a quantitative response requirement which formed 10% of the SV criteria\r\nand a qualitative method statement question which made up the other 10%.\r\n\r\nFollowing evaluation against the above criteria, it was determined that F Parkinson were the most advantageous tenderer to the Council.\r\n\r\nEstimated Values\r\nPCSA Value: \u00a328,034.00\r\nMain Build: \u00a3550,075.23",
