    "description": "The Council wishes to establish a contract for the provision of a Targeted Youth Support Service.  \\r\r\n\\r\r\nThis is a services contract being procured using a one stage above threshold process.\\r\r\n\\r\r\nThe need for a Targeted Youth Support Service has been identified through:\\r\r\n\u00e2\u20ac\u00a2\tFindings from the Early Help Needs Assessment (refreshed in 2024), which uses information from local and national strategies and plans, together with data from contract monitoring and from the B\u0026NES Strategic Evidence Base to identify needs within the local area and the individual needs of people being referred for a service.\\r\r\n\u00e2\u20ac\u00a2\tPriorities identified through the B\u0026NES Corporate Strategy 2023-27, B\u0026NES Early Help and Intervention Strategy 2021-25 and B\u0026NES Children and Young People\u0027s Plan 2021-23.\\r\r\n\u00e2\u20ac\u00a2\tThe statutory duty placed on local authorities through the central government guidance Participation of Young People in Education, Employment and Training\\r\r\n\\r\r\nThe aim of the service is to provide good quality targeted youth support for young people aged 13-19 (up to 25 with SEND), who are at risk of experiencing poor outcomes associated with being at risk of NEET (not in education, employment or training) to enable young people to fulfil their potential and thrive. \\r\r\n\\r\r\nThe service will include the following broad areas of delivery:\\r\r\n\\r\r\n\u00e2\u20ac\u00a2\tTargeted support, which will be according to the young person\u0027s assessed specific personal and social development needs and will include one-to-one support to identify such issues and then work to overcome barriers preventing them from achieving their full potential.  \\r\r\n\u00e2\u20ac\u00a2\tLead on meeting the Statutory Duty placed on Local Authorities \"Participation of young people in education, employment or training\" by the DfE including: \\r\r\no\tTracking and reporting on the number of young people participating in education, employment or training, those who are not in education, employment or training and those whose current activity is unknown, all of which will be submitted to the National Client Caseload Information System (NCCIS)\\r\r\no\tWork with schools, colleges and wider training providers to obtain data on the September Guarantee\\r\r\no\tSet a cohort by 31st May each year, to be sent to NCCIS. This will be used to report against the September Guarantee and Annual Activity Survey.\\r\r\no\tEngage with young people whose destination is unknown to establish a destination\\r\r\no\tOffer careers advice and support to young people who are NEET, to enable them to participate in education, employment or training\\r\r\n\\r\r\n\\r\r\nThe service will work in line with the Early Help and Intervention Strategy in partnership with other services, providers and organisations to support young people to achieve the following outcomes:\\r\r\n\\r\r\n\u00e2\u20ac\u00a2\tYoung people are emotionally resilient \\r\r\n\u00e2\u20ac\u00a2\tYoung people have good mental health\\r\r\n\u00e2\u20ac\u00a2\tYoung people are independent and have increased confidence and self esteem\\r\r\n\u00e2\u20ac\u00a2\tYoung people make healthy choices\\r\r\n\u00e2\u20ac\u00a2\tYoung people are in education, employment or training and have aspirations for their future\\r\r\n\u00e2\u20ac\u00a2\tYoung people are",
