    "description": "Hertfordshire County Council (the \u0027Council\u0027) acting as lead commissioner on behalf of  District funding partners wishes to procure a countywide Framework Agreement for the provision of an N H S Talking Therapies Counselling Services for Service Users living in Hertfordshire with common mental health problems, specifically depression, delivering Services for those aged sixteen (16) and over.\r\n      \r\n      This Framework will support Service Users who are registered with their G P practice based on Hertfordshire\u0027s two previous Clinical Commissioning Group footprints. The East and North Hertfordshire area and South and West Hertfordshire cover the registered GP populations of the two previous C C G areas.  \r\n      \r\n      \r\n              The Services Provider will deliver-\r\n      \r\n      - Deliver N H S Talking Therapies Counselling Services to individuals experiencing mental distress in relation to common mental health problems such as anxiety and depression which may also be linked to a physical health condition.  Counselling sessions must be delivered face to face, over the telephone or other digital modes, and in group settings. Settings are deemed a \u0027Group\u0027 if two (2) or more Service Users attend. \r\n      - The Provider will adopt a blended approach to the delivery of counselling sessions, offering both face to face and virtual support, based on the needs of the Service User. \r\n      - Improve the mental health and wellbeing of Service Users aged sixteen (16) and above by providing them with an opportunity to explore, discover and clarify ways of living more resourcefully and with a greater sense of wellbeing using \u0027Talking Therapies\u0027, with at least 50% of those completing treatment moving to recovery, 48% reliable recovery and 67% with a reliable improvement. \r\n      - Offer a range of N I C E approved evidence based psychological therapies in line with relevant clinical guidance; associated with improved Service User outcomes and recovery rates.\r\n      - Contribute to all other targets set by N H S England during the duration of the Framework. \r\n      \r\n      Service description-\r\n      \r\n      Only N H S Talking Therapies Counselling will be delivered under the Framework Agreement. \r\n      \r\n      The N H S Talking Therapies modality to be delivered as part of this Framework Agreement will be Counselling for Depression (C F D).\r\n      \r\n      The Provider must provide high quality, evidence-based Counselling Services to address and resolve a Service User\u0027s specific mental health problems, make decisions, and develop personal insight, knowledge, and the use of problem descriptors in line with the N H S Talking Therapies Manual.\r\n                  \r\n      The N H S Talking Therapies Counselling Services must be delivered by professional qualified Counsellors, who are trained to deliver N H S Talking Therapies in the following modalities before commencing any interventions for Hertfordshire Service Users under the Framework Agreement-\r\n      \r\n      Counselling for Depression (C F D)\r\n      \r\n      Any new provider who does not have t...\r\n\r\nAdditional information: \r\nHertfordshire County Council (the \u0027Council\u0027) wishes to establish a framework agreement for the provision of an NHS Talking Therapies Counselling.
