NHS Midlands and\r\nLancashire CSU is conducting this procurement exercise\r\nas a central purchasing body for another NHS body with\r\nwhom the successful bidder(s)\r\n\r\nNHS Cheshire and Merseyside Integrated Care Board (ICB) previously published an Expressions of Interest (EOI) for Lot 1 C(E)TR and Lot 2 Training and Development, in October 2023 to try to understand the current market. The deadline to submit written expressions of interest was 1st November 2023. Following this exercise, the ICB decided to publish 2x Requests for Quotations (RFQs), for the same services, asking possible providers additional questions and for them to submit financial proposals. \r\n\r\nFor the avoidance of doubt, the provisions of the Provider Selection Regime (PSR) do not apply to this opportunity, as the ICB had begun to seek Expressions of Interest for these services, before 1 January 2024, under the previous rules, before PSR came into force\r\n will enter into contracts\r\nfor the supply of the services.",

    "description": "NHS Midlands \u0026 Lancashire Commissioning Support Unit (MLCSU) is working on behalf of NHS Cheshire \u0026 Merseyside Integrated Care Board (ICB). They were looking to identify up to 2 providers to develop a comprehensive partnership to support the learning disability \u0026 autism workforce. \r\n\r\nThe ICB was seeking Requests for Quotes (RFQs) for the following Services:\r\n\r\nLot 1 - Transforming Care \u0026 Treatment Review (CTR) and Care, Education \u0026 Treatment Review (CETR) Support. \r\n\r\nA service which supports the Transforming Care, Education \u0026 Treatment Review (C(E)TR) Process. The service will deliver on co production, support the C(E)TR process \u0026 self-advocacy in relation to the Transforming Care agenda \u0026 provide the necessary governance \u0026 assurance that a high quality service is being delivered.\r\n\r\nLot 2 - Training \u0026 Development to Support Transforming Care.\r\n\r\nThe training team will provide training \u0026 development to health \u0026 social care staff when requested \u0026 in line with the Transforming Care agenda \u0026 value of subscriptions. Training will be provided from a pre prepared schedule of work from new developments funded by subscribers. \r\n\r\nThe deadline for RFQs was Tuesday 6th February 2024 15:00pm.\r\n\r\nAs part of this process, the ICB was intending to identify one provider to deliver lot 1 and one provider to deliver lot 2. \r\n\r\nBidders were able to bid for more than one lot: they could bid for both lot 1 and lot 2, or just lot 1 or just lot 2. \r\n\r\nThe ICB set affordability thresholds for the above lots: \r\n\r\nLot 1: Bidders who submitted prices for each cost over the maximum values stated in Annex 1, Table 5, their bid would be regarded as non compliant. The indicative contract value for this lot was \u00a342,000 per annum, based on 100 C(E)TRs (this activity is not guaranteed and should be used a guide only). \r\n\r\nLot 2: Bidders who submitted a price over the maximum contract value of \u00a343,000 per annum, their bid would be regarded as non compliant.\r\n\r\nFor lot 1 and lot 2, each contract period will be for 2 years with an option to extend for up to a further  2 years commencing 01/06/2024.\r\n\r\nAdditional information: Right to Cancel: The ICB reserves the right to discontinue the process at any time, which shall include the right not to award a contract or contracts, and does not bind itself to accept the lowest tender, or any tender received, and reserves the right to award a contract in part, or to call for new tenders should it consider this necessary.\r\n\r\nThe ICB shall not be liable for any costs or expenses incurred by any candidate or tenderer in connection with the completion and return of the information requested in this Contract Notice, or in the completion or submission of any tender, irrespective of the outcome of the competition or if the competition is cancelled or postponed.\r\n\r\nAll dates, time periods and values specified in this notice are provisional and the ICB reserves the right to change these.\r\n\r\nTransparency: The ICB is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR) and may be required to disclose information received in the course of this procurement under FOIA or the EIR.\r\n\r\nIn addition, and in accordance with the UK Government\u0027s policies on transparency, the ICB intends to publish documentation and the text of any resulting contractual arrangements, subject to possible redactions at the discretion of the ICB.\r\n\r\nAny redactions, whether in relation to information requests under FOIA, the EIR or policies on transparency will be in accordance with those grounds prescribed under the Freedom of Information Act.
