    "description": "1. \tBACKGROUND\r\n                                            \t\t\t\t\t\r\n1.1\tThorne-Moorends Town Council wishes to draw your attention to an exciting opportunity to run a caf\u00e9 situated within Thorne Memorial Park, Doncaster.\r\n\r\n1.2\tThorne Memorial Park and its adjoining walled gardens are a site of about six acres which lay at the heart of Thorne in Doncaster. \r\n\r\n1.3\tThe park and gardens are of local historic interest; surrounding a pond with lots of beautiful scenery and wildlife, featuring a play park, playing field, miniature steam railway, a Grade II listed Crimean War memorial pump, cenotaph and a bandstand, which is the scene of brass band concerts in the summer.  \r\n\r\n1.4\tThe Park hosts several events throughout the year including a Remembrance Sunday Service and Summer Festival. \r\n\r\n1.5\tThe park has recently received an upgraded playpark bringing more footfall to the area, further investments are planned for the Memorial Park over the coming months and years. \r\n\r\n2.\tTENDER EVALUATION AND AWARD CRITERIA\r\n\r\n2.1\tEach Tender will be checked initially for compliance with all requirements of the ITT.\r\n\r\n2.2\tTenders will be evaluated against the award criteria set out below.\r\n\r\nScoring criteria\r\n\r\n0 -\tMajor non-compliance with requirements. Evidence is unacceptable or non-existent. There is a failure to properly address issues or meet any of the requirements or no Information provided.\r\n1 -\tDoes not meet requirements. Major deficiencies or concerns in certain areas or where the lack of detail and relevance requires the reviewer to make assumptions.\r\n2 -\tMeets requirements. Minor deficiencies or concerns in information provided but may be adaptable.\r\n3 -\tMeets requirements. Adequate relevant detail provides a comprehensive response demonstrating fully how requirements will be met.\r\n4 -\tExceeds requirements. A comprehensive response which meets all requirements and offers some added value.\r\n\r\nIn addition, the following will be assessed as follows:\r\n\r\n\u2022\tInsurance - Marked on a basis of\t\t\t\tPass/Fail\r\n\u2022\tFood Hygiene Rating - Marked on a basis of\t\t\tPass/Fail\r\n\u2022\tHealth and Safety - Marked on a basis of\t\t\tPass/Fail\r\n\u2022\tEqualities - Marked on a basis of\t\t\t\tPass/Fail",
