    "description": "The Authority wishes to award a contract for Parking Management Software System (\"the Contract\") through ESPO Framework 509_23 Parking Management Solutions - Lot 4 (Civil Enforcement Systems).  This will cover the following (though not limited to) requirements.  - Management and processing of Parking Permits. The Council requires a system capable of consolidating these processes into a single, new standalone Permit - Management System and whilst not an exhaustive list and therefore without limitation, the key requirements and features are detailed in Volume 1 (The Specification).   - System, including the supply and support and associated handheld hardware (for the use of Civil Enforcement Officers to use on-street/Off Street) to undertake the issuing, management, and processing of Penalty Charge Notices (PCN\u0027s) issued for parking contraventions under the Traffic Management Act (2004).   - System to undertake the issuing, management, and processing of Penalty Charge Notices (PCN\u0027s) issued for Parking contraventions under the Traffic Management Act (2004).   - Further information is contained within Volume 1 The Specification.",
