    "description": "Babcock Land Defence Limited (BLDL), acting as Agent for the Ministry of Defence (MOD) has awarded a\r\nSingle Source Contract to Hall and Watts Defence Optics Ltd for the Supply of C2A2 Sight Spares and\r\nAssociated Items, for a duration of 3 years with 2 x 1 Option Years.\r\nIn accordance with regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit)\r\nRegulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the\r\nDefence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and\r\nSI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer\r\nappropriate. It is considered that the award of the contract without prior publication of a contract\r\nnotice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance\r\nwith Regulation 16(1)(a)(ii) of the DSPCR 2011 for technical reasons. This is because Hall and Watts Defence\r\nOptics Ltd is the only Contractor with significant niche expertise, technical \u0027know-how\u0027 and acquired\r\nspecific experience to source quality spares and manage the supply chain / delivery process for this\r\nrequirement. Hall and Watts Defence Optics Ltd is the manufacturer and sole distributor of spares to\r\nsupport the components required to support the C2A2 Platform. They own the rights to the technical\r\nspecifications required to undertake the manufacture, testing and supply and they do not share this\r\nknowledge/expertise with any third party. This notice is not a request for expressions of interest so\r\nplease do not apply to be invited to tender.\r\nBabcock Land Defence Limited intends to negotiate a single source Contract with the named supplier\r\nHall and Walls Optics Ltd. Babcock Land Defence Limited is acting as Agent on behalf of the Ministry of\r\nDefence. In the first instance interested parties may contact Babcock with queries relating to this\r\nprocurement.",
