    "description": "Purchase of Serum IgE for replacement WHO standard\r\n\r\nAdditional information: \r\nBased on the evidence and reasoning provided by our scientific experts at MHRA, It is proposed to direct award this contract under the following section of the PA 2023:\r\nSection 41 - Direct award in special cases\r\nSingle suppliers\r\n6. The following conditions are met in relation to the public contract-\r\n(a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and\r\n(b)there are no reasonable alternatives to those goods, services or works.\r\n\r\nUrgency\r\n13. Where-\r\n(a)the goods, services or works to be supplied under the public contract are strictly necessary for reasons of extreme and unavoidable urgency, and\r\n(b)as a result the public contract cannot be awarded on the basis of a competitive tendering procedure.\r\n14. For the purpose of paragraph 13, urgency is unavoidable if it-\r\n(a)is not attributable to any act or omission of the contracting authority, and\r\n(b)could not have been foreseen by the contracting authority.",
