    "description": "**Please note this is an Award Notice and not a call for competition, this Contract has been awarded via the CCS Research and Insights (RM6126) Dynamic Purchasing System.**\r\n\r\nDESNZ is seeking to commission a process, outcome and economic evaluation of Wave 3 of the Warm Homes: Social Housing Fund (WH:SHF; henceforth \u0027WH:SHF Wave 3\u0027 or \u0027Wave 3\u0027. Previously known as the Social Housing Decarbonisation Fund (SHDF), WH:SHF is a government scheme that aims to improve the energy performance of England\u0027s social housing stock through targeted investment and collaborative engagement with social housing landlords.\r\n\r\nDESNZ anticipates that this evaluation will entail qualitative fieldwork with key scheme stakeholders alongside secondary data analysis to provide a rigorous understanding of:\r\n\r\n- How Wave 3 is being delivered and the extent to which this aligns with the original scheme design (through process evaluation)\r\n- The extent to which Wave 3 is delivering its intended outcomes (through outcome evaluation)\r\n- The extent to which Wave 3 has offered value for money (through economic evaluation)\r\n\r\nWe anticipate that this evaluation and contract will have two components:\r\n\r\nPart 1, Core Wave 3 evaluation: Primary and secondary data collection, analysis and reporting the successful bidder will undertake to answer the evaluation questions.\r\n\r\nPart 2, Technical Assistance to grant recipients: Certain grant recipients, known as \u0027Strategic Partners\u0027, will be required to undertake specific self-conducted data collection, analysis and reporting activities, beyond programme monitoring requirements, to support the Wave 3 evaluation and encourage upskilling. Other grant recipients, known as the \u0027Challenge Fund\u0027, may opt in. The successful supplier will be expected to provide technical assistance, quality assurance and wider support to these grant recipients.",
