    "procurementMethodRationale": "The services can be provided only by a particular economic operator for the\nfollowing reason:\n- There is absence of competition for technical reasons.\nThe Services to which this procurement relates fall within Schedule 3 of the Public Contracts (Scotland) Regulations 2015, as amended. As such, the Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.\nOwing to the nature of the Services the Authority requires providers who are in close proximity to its patient cohort. Within the geographical boundaries covered by the Authority there is an absence of competition for the services and the Authority has therefore negotiated contracts with the providers technically capable of providing the services. These providers, having provided the services in the geographical area for many years, will further ensure consistency in the provision of care that meets the needs of the local population.",
