The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.\nBidders should make any representations via a message in the Council\u0027s e-procurement portal (ProContract). Any other representations can be sent to sarah.fuller@cambridgeshire.gov.uk\nAward decision makers:\nExecutive Director of Adults, Health and Commissioning. In consultation with the Chair and Vice-Chair of Adults and Health Committee. This governance was agreed at a meeting of the Committee held on the 19th June 2025.\nNo declared conflicts or potential conflicts of interest of individuals making the decision.\nRationale for the relative importance of the key criteria:\nQuality and innovation (30%) -  core to the success of the contract, so was given the highest weighting.\nValue (15%) - there is a maximum budget for the service, and it is not expected that a provider could deliver the service for significantly below that budget. Therefore, value has been given a low-medium weighting. Incorporates contract price and other value considerations.\nIntegration, collaboration and service sustainability (25%) - is essential as there are a number of partners in the system that need to be involved to ensure good outcomes for service users. Sustainability is important, especially given anticipated system change and funding uncertainty.\nAccess, health inequalities and choice (20%) - medium weighting, recognising the importance of aspects each as local understanding, prevention and early intervention and co-morbidities.\nSocial value (10%) - has the lowest weighting but is enough to still have an impact on the score. \nRational for choosing the provider: Change, Grow, Live achieved the highest total score once all of the key criteria had been evaluated.",
