    "procurementMethodRationale": "We are seeking to rely on paragraph 13 of Schedule 5 of the Procurement Act 2023, as we consider that the ground of urgency applies. These projects are still not confirmed to be viable or proceeding, but if they do proceed now we will not be able to finance the projects that will be required. If it is not in place we will not be able to progress the construction part of the projects and we consider that this would mean we do not have the ability to respond to access requests to the High Speed 1 line and meet our requirements to provide capacity as Infrastructure Manager and owner of the concession. We consider it is strictly necessary to proceed with this immediately in order to ensure that we are not in breach of our obligations under either the Railways (Access, Management and Licensing of Railway Undertakings) Regulations 2016 or our Concession Agreement with the Secretary of State.",
