    "description": "For the past few years, CPC has outsourced the contract management of its Legal Services framework agreement for various reasons, one of which being capacity internally. We are now looking to bring this framework back in-house and this tender exercise will form the new iteration of the framework. \nSuppliers must be capable of delivering high-quality, cost-effective legal advice and representation to institutions such as schools, academies, colleges, universities, and educational trusts, as well as local authorities and the wider public sector. \nSuppliers are expected to provide legal advice, guidance, representation, and transactional support across a broad range of legal areas relevant to the education and the wider public sectors, including but not limited to:\nEducation Law\n\u2022\tAdmissions, exclusions, and appeals\n\u2022\tSpecial Educational Needs and Disabilities (SEND)\n\u2022\tSafeguarding and child protection\n\u2022\tCurriculum and assessment matters\n\u2022\tOfsted inspection challenges and advice\n\u2022\tParental complaints and disputes\n\u2022\tStudent discipline and behaviour policies\nGovernance and Regulatory Compliance\n\u2022\tAdvice on the constitution and governance of educational institutions\n\u2022\tCompliance with the Education Acts, Academies Act, Equality Act, GDPR, and Freedom of Information\n\u2022\tSupport with policy development and statutory duties\n\u2022\tLiaison with DfE, ESFA, Ofsted, and other regulators\nEmployment and HR Law\n\u2022\tEmployment contracts and staff handbooks\n\u2022\tDisciplinary and grievance procedures\n\u2022\tEmployment tribunals and dispute resolution\n\u2022\tTUPE advice and organisational restructures\n\u2022\tTrade union negotiations\nProperty and Estates\n\u2022\tAcquisition, disposal, and leasing of educational premises\n\u2022\tPFI, PPP, and academy estate arrangements\n\u2022\tLand registration and title investigations\n\u2022\tPlanning law advice relevant to education settings\nCommercial and Contracts\n\u2022\tDrafting and review of commercial contracts and service level agreements\n\u2022\tProcurement advice including Public Contracts Regulations 2015 compliance\n\u2022\tGrant funding and partnership agreements\n\u2022\tICT and software procurement, licensing and contracts\nCorporate and Charities Law\n\u2022\tAcademy conversion and re-brokerage legal support\n\u2022\tGroup structures including multi-academy trusts (MATs)\n\u2022\tCharity law compliance and governance\n\u2022\tCompany secretarial and filings (e.g., Companies House)\nLitigation and Dispute Resolution\n\u2022\tRepresentation in judicial reviews and regulatory challenges\n\u2022\tContractual disputes\n\u2022\tDebt recovery\n\u2022\tAlternative dispute resolution (ADR), including mediation\nCriminal Law\n\u2022\tDamage to property and/or assets\n\u2022\tFraud and theft\n\u2022\tCybercrime\n\u2022\tViolence crime\nCPC will be using the MultiQuote e-Tendering platform to carry out this tender.
