    "description": "Hertfordshire County Council is currently out to procurement for the Provision of Residential Placements for Children and Young People aged 7 years and Above with Complex Needs across four sites \u2013 Brickendon, Cassiobury, Clothall and Melbourn.\nThe Council wishes to procure separate \u2018Block Contract\u2019 arrangements to provide Ofsted registered residential homes for Children and Young People aged 7 to 18 with complex needs. This will be divided into four Lots . Providers may apply for one or more Lots. Each Lot will be assessed independently.  \nThe Council is offering the opportunity to visit the sites from the 21st of October to the 23rd of October 2025.  Please ensure you contact: cyp.cla@hertfordshire.gov.uk to confirm your attendance by noon on 17th October 2025. Due to practicalities on site, the Council will need to limit numbers to two (2) per Provider in the first instance. However, if there is spare capacity nearer the time of the visit we will do our best to accommodate additional numbers. Please advise when confirming your attendance if you want to be considered for additional places and these will be granted on a first come first served basis. \nThe Council will procure this contract using the\u202fOpen Procedure as defined in the Procurement Act 2023\nFull details of the requirement and context of the procurement can be found in the Service Specification of the Contract Document.     "riskDetails": "The Contract will be based on the Council\u2019s standard terms. \nIn furtherance of the UK Government\u2019s plans for English devolution, Hertfordshire County Council (HCC)  is consulting on plans for the reorganisation of local government structures in its county. This reorganisation may result in the county, district and borough councils of Hertfordshire being re-organised into a multi tiered unitary authority. HCC is required to submit its full plan for re-organisation to UK Government by November 2025, and any changes are estimated to take effect in April 2028 (although this is subject to change). Such changes could directly affect the structure, scope, or continuation of the contract beyond 1st April 2028. Whilst it is anticipated that existing contracts will be novated to the replacement authority,  HCC can offer no guarantee at this stage.",
