    "description": "The Council wishes to commission Supplier(s) on a framework basis, to supply Print and Promotional Signage Materials and Services. The Open Framework will operate for a maximum term of eight (8) years from the Commencement Date. Following the reopening of the Framework in the third year, the Council reserves the right, at its discretion, to reopen the Framework to admit new suppliers for the remainder of the original eight-year term. Such reopening may occur in circumstances such as when existing suppliers leave the Framework, are unable to meet requirements, responding to market changes or innovations, and encouraging SME participation, or where reopening is deemed necessary to maintain competition and value for money. Tenderers must ensure that they have the capacity to deliver should they be selected for more than one Lot.
