Evaluate each option against a set of agreed criteria, to include:\n- Financial sustainability and value for money\n- Governance and accountability\n- Staff implications and organisational capacity\n- Alignment with wider Town Council objectives and operations\n4. Produce a final report that includes:\n- Summary of findings and insights\n- Detailed option appraisals with SWOT analyses and financial implications\n- Comparative assessment and scoring against agreed criteria\n- Risks and mitigation strategies for each option\n- Clear recommendations and rationale\n5. Present findings to Council officers and/or elected members\nDeliverables\n\u2022 Draft option appraisal report\n\u2022 Final option appraisal report with executive summary and recommendations\n\u2022 Presentation of findings",
