    "description": "This service is dedicated to providing support to adults and children who live in Torbay, Plymouth, Devon and Cornwall and who have experienced rape and sexual assault and / or childhood sexual abuse.\n\tFor adults, this will include:\n\u2022\tAny adult survivor of childhood sexual abuse\n\u2022\tAny adult survivor of rape or sexual assault outside an intimate partner relationship\n\u2022\tAny adult survivor of sexual assault that may have occurred in a past intimate partner relationship, but where the primary need identified is around the impact of sexual violence and abuse, rather than domestic abuse (and is not in receipt of other related support).  \n       For children, this will include:\n\u2022\tAny child who has experienced any form of sexual abuse or violence, regardless of whether they have caused sexual harm themselves. This could be acute or non-recent. \nThe service is for all survivors, irrespective of whether they have reported to the police and will be available before, during and after any criminal investigation or procedures. \nThe Requirement is intended to be awarded as separate contracts with the following Lots:\n1.\tLOT 1 \u2013 Cornwall \u0026 IoS \nAwarded Supplier: The Women\u0027s Centre Cornwall\nContract Value: \u00a32,400,000 excluding VAT / \u00a32,880,000 Including VAT\n2.\tLOT 2 \u2013 Plymouth\nAwarded Supplier: First Light Ltd.\nContract Value: \u00a31375,000 excluding VAT / \u00a31650,000 Including VAT\n3.\tLOT 3 \u2013 Devon \nAwarded Supplier: The Church of England Children\u0027s Society \nContract Value: \u00a31490,000 excluding VAT / \u00a31,788,000 Including VAT\n4.\tLOT 4 \u2013 Torbay \nAwarded Supplier: The Church of England Children\u0027s Society \nContract Value: \u00a3740,000 excluding VAT / \u00a3888,000 Including VAT\nContract CPV Classifications, Service Requirements, Award Decision Dates, and Contract Dates are the same for all lots.\nShould additional funds become available under this contract any modifications made to the contract shall be in line with Regulation 74 (1) (a) (b) and (2) of The Procurement Act 2023 and the modification complies with Schedule 8, Para 4 (1) and Para 8 (1) (a) to (d) and section 31(2)(b) which allows modifications to Light Touch Regime procurements, even where such modifications are substantial. So long as the Authority still has regard to the section 12 objectives\nIt should also be noted that Confirmation of continued MoJ funding (DASV Additional Grant) is awaited (to the value of \u00a3400k per annum). This will be added to the contract in line with the funding formula once confirmed. \nIt is anticipated that additional resources will be accessed by providers via charitable sources to complement and enhance the core offer through full or partial match funding.  Any match funding values brought to the contract by the provider will be distinctly separate from the obligations of the Authority and will not account towards the value payable under the contract by the Authority. \nNo monies can be carried forward into a subsequent financial year and all spending must be evidenced as spent within that financial year. \nAll underspend must therefore be returned by the Contractor at the end of the Funding year so bidders should not plan for funds being retained if underspent. \nThe funding is ringfenced for the provision of services for Victims/Survivors of and sexual violence and cannot be spent on other activities.\nFunding must not be spent on any of the following: \n\u2022\treligious activities outside of projects benefiting the wider community and not containing religious content; political or lobbying activities. \n\u2022\tloan repayments; or \n\u2022\tactivities that make profit for private gain. \n\u2022\tCampaigning activities \n\u2022\tFunding must not be used for capital works e.g. building repairs, but can be used for other capital costs such as ICT equipment to enhance your communications and help reach local people.",
