    "procurementMethodRationale": "The Authority intends to direct award a 12 month contract to its current supplier of Early Help Services to continue providing the services from 1 April 2026 to 31 March 2027. During this time a full open market tender will be carried out. This will allow the Authority to align the new longer term contract, from 1 April 2027 with the Public Health and school nursing contract to ensure that there is no duplication across services. The Authority is also awaiting clear guidance from the DfE so that it can carry out an evaluation on the Early Help and Prevention workstream to ensure that the Authority meets the requirements of the new programme and transformation when the opportunity is tendered. ",
