        "description": "This procurement exercise is being conducted under an open framework model, as defined by the UK Procurement Act 2023 section 49.\nAn open framework is a flexible procurement arrangement that allows for the award of successive frameworks on substantially the same terms over a period of up to eight (8) years. Unlike traditional frameworks, this model is designed to be reopened at least twice during its lifetime, the first time within the first 3 years of its life and at least every 5 years thereafter. This enables:\n\u2022\tNew suppliers to apply and join the framework at designated intervals\n\u2022\tExisting suppliers to refresh their pricing or service offerings\n\u2022\tPublic sector buyers to access a continually updated and competitive supplier base\n\u2022\tAll suppliers admitted to the framework will operate under the same terms and conditions throughout its duration \nSuppliers are encouraged to consider this structure when preparing their submissions, as future opportunities to join or update participation will be available during the framework\u0027s lifecycle.\nThe Open Framework will remain active for a period of 8 years, during which it will be reopened periodically to allow new suppliers to join.
