The 3 sites are anticipated to deliver in the region of 219\naffordable housing units.\nThe object of this tender opportunity is the design, build, finance and operation of extra care\nhousing schemes. Upon the completion of the construction of the extra care housing, the\nsuccessful bidder will be required to provide the landlord and housing management element\nof the service.\nThe Council is proposing to offer an agreement for lease and subsequently a minimum\n125-year ground lease to the supplier in respect of each site, which are all currently vacant.\nFor the purposes of enabling the Council to make efficient use of existing commissioning\nmodels in respect of the provision of care services to vulnerable older persons and to align\nthe care provided to the occupants of the extra care housing with that provided more widely,\nthe Council shall be procuring the care service separately to this tender.\nIn accordance with the Council\u2019s strategic requirements pertaining to the extra care housing\nprovision, the Council requires that the tenure at the schemes shall be a 100% affordable\nmodel. To meet the Council\u2019s definition of affordability, rents and service charges must be\nset at levels agreed with the strategic housing authority.\nTo meet the Council\u2019s strategic priorities, the Council shall require 100% nomination rights\nto the extra care housing provision, with tenancies being offered only to those persons that\nshall meet the Council\u2019s eligibility criteria.\nThe Procurement is being undertaken in accordance with the Competitive Procedure with\nNegotiation pursuant to regulation 29 of the Regulations. Although the Council is utilising\nthe Competitive Procedure with Negotiation our ambition is to undertake a procurement\nwhich is not overly burdensome and facilitates enough interaction with bidders to arrive at\nthe right decision. This is why we have opted to utilise the competitive procedure with\nnegotiation \u2014 a process which enables us to interact with shortlisted bidders and provides\nbidders with a reciprocal opportunity to explore potential solutions with us and obtain\ndetailed feedback on their proposals. Additional information: The Council has a further requirement to deliver 150 to 200 units, which may be added to\nthis award at a later date should the Council wish to do so, which will be subject to a formal\nCouncil decision. This further requirement would be subject to the same financial evaluation\nmodel as set out in the procurement documents and subject to the same terms and\nconditions.",
