    "description": "Hertsmere Borough Council is seeking an organisation to provide Herbicide Control Services (the Works). The control is wholly for the Public Highway. To consist of two sprays per annum during June/July and October/ November . The work  is for the treatment of roads and public footpaths. It is for the total weed control of all areas to keep the locations as weed free as possible by the use of chemical herbicides. This will be a three year and a half year contractual agreement consisting of two applications in months October/November and June/July. With the option to extend by an additional year at the sole discretion of the council. This requirement has not been split into lots due to the size of the Borough.\nOrganisations wishing to take part in this project are invited to \u0027express an interest\u0027 and  also \u0027opt in\u0027 which will give access to the full procurement documents in the e-tendering  system.\nTo be considered as a Tenderer you must complete and submit a Tender by the deadline shown in the e-tendering system.\nPlease allow sufficient time to make your return, as Tender submissions cannot be uploaded and submitted after this return deadline.\nPlease ensure that where possible documents are uploaded as a PDF and that file names are succinct.\nAny questions relating to this procurement must be made via correspondence on the website, in accordance with the procurement documents, and can be addressed to the main contact as shown in the details above.\nTenderers should be aware that due to the nature of the Services provided, any Contract formed as a result of this procurement process shall be executed as a deed. There are no known\nimmediate risks to performance during the initial eighteen months of this contract however the future licencing of the most commonly used herbicide is not certain at the time of this notice.  Should the licence not be renewed any changes to the contract will be agreed between both parties in writing with a variation. \nHowever, a key strategic risk relates to potential future policy changes surrounding\ndevolution and governance arrangements. Such changes could directly affect the\nstructure, scope, or continuation of the contract beyond the fixed term. While no decisions\nhave been made at this stage, the contracting authority is actively monitoring the evolving\nlandscape. Suppliers should be aware that any resulting implications will be managed in\naccordance with applicable legislation and clear communication will be provided should\nany material change arise. Such changes will be agreed between both parties in writing\nwith a variation.",
