    "description": "Weedon Bec Parish Council is inviting tenders for the construction of a new circular pathway around Jubilee Field, Bridge Street, Weedon Bec, NN7 4PW. what3words  ///cycle.beam.signed. \nThe project requires the installation 330m x 1.5m circular pathway around the football pitch. Specifically, the project involves the excavation and disposal of existing turf, installation of a compacted stone sub-base and laying a bonded rubber mulch pathway.  \nProject Scope \nThe successful contractor will be responsible for supplying all labour, materials, and equipment to complete the following works: \n\u2022\tExcavation: Dig out turf over an area of 330m (length) x 1.5m (width) x 100mm (depth) and dispose off-site.  \n\u2022\tSub-base Installation: Supply and install a 495m\u00b2 x 60mm thick MoT Type 1 stone base across 495m\u00b2, compacted using a vibration plate to ensure stability.\n\u2022\tSurface Installation: Supply and install a 40mm bond rubber mulch circular pathway across 495m\u00b2, with edges cut into the ground for a seamless finish.\n\u2022\tStandards: The surface must comply with relevant BSEN specifications for safety surfacing.  \nSubmission Requirements\nBidders must submit the following:\n\u2022\tA detailed cost breakdown, including labour, materials, and any additional costs (e.g., waste disposal and welfare).\n\u2022\tTechnical spec including installation cross section diagram.\n\u2022\tProposed bonded rubber product information sheet including site suitability, colour options, maintenance costs including repair, durability life span. Also how wear and tear will affect the product over time ie colour fade.   \n\u2022\tEvidence with photographs of relevant and recent experience in installing bonded rubber pathways or similar. Please include address details of installation examples so the Parish Council can visit prior to awarding the contract.\n\u2022\tTwo references from similar projects completed in the last three years.\n\u2022\tJubilee Field would need to remain fully accessible during the installation. This includes potential football matches and training sessions. Please include details of methodology.  \n\u2022\tA proposed project timeline, including key milestones (e.g., excavation, sub-base installation, surfacing).\n\u2022\tConfirmation of compliance with British standards and health and safety requirements.\nEvaluation Criteria\nPrice :\n\u2022\tTotal cost (excluding VAT) for the works as specified.\n\u2022\tCosts must be transparent, with an itemised breakdown for excavation, sub-base, surfacing, and any additional items (e.g., waste disposal).\nQuality : \n\u2022\tTechnical quality of the proposed surface (e.g., durability, safety, maintenance requirements)\no\tExperience and track record, supported by references.\no\tProject delivery plan, including timeline.",

The installation of the circular path is a flagship project for the Parish Council enabling multi-generational all year access to the field. The path will be used for a range of sport and activities; including giving runners a mud free track; children a flat safe surface to learn to ride bikes and scooters; and disabled and elderly residents full access to the field. \nJubilee Field is located in a high risk flood area due to its proximity to River Nene, which borders one side of the field. The Parish Council has researched various surfaces and believes that bonded rubber offers the best solution due to its flood resilience, functionality, low maintenance and long lasting durability.",
