    "procurementMethodRationale": "The Council is enacting a direct award under section 41 (Direct award in special cases) of the Procurement Act 2023 (PA 23), where there is only a single supplier able to carry out the service. This is allowable under the special case set out in Schedule 5 of PA 23 clause 6 which states:\nThe following conditions are met in relation to the public contract-\n(a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and\n(b)there are no reasonable alternatives to those goods, services or works.\nThe Council is not aware of any other supplier that offer these services due to the specialist nature of the Homelessness Out of Borough  Discharge Service and therefore a direct award is justified under PA23.",
