Description

This is a Transparency - Intention to Award Notice under the Provider Selection Regime (PSR). The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, Procurement Act Regulations 2023 do not apply to this award. Solihull intends to award a contract to SoliHealth Ltd under the Most Suitable Provider Process under the Health Care Services (Provider Selection Regime) Regulations 2023. A notice to confirm intention to follow a Most Suitable Provider Selection Regime was published ref OCID ocds-h6vhtk-052af6 on 2nd June 2025. The contract is to carry out a 6-month pilot of an Enhanced Health Check service model in Solihull, described below. The Enhanced Health Check service model pilot comprises: 1. NHS health checks To undertake a targeted approach to work on behalf of all practices in Solihull to increase the uptake and delivery of NHS health checks. The provider will require access to all clinical systems and will agree with practices a process to undertake the following: • Case finding • All communication with patients (invitations to health check appointment, query handling) • Patient follow up All health checks will be undertaken by qualified HCAs, using Point of Care Testing equipment to enable results to be discussed at the health check appointment. 2. Post health check GP appointments To develop/use an escalation criteria to identify patients who would benefit from GP intervention following an NHS health check. Where the criteria is met, patients will be offered a GP appointment/s where the following will be undertaken: • Initiation of treatment • Stabilisation of treatment • Health promotion 3. Access to complimentary services To work with other services to ensure that patients have the opportunity to access complimentary services where appropriate. This contract is to carry out a pilot and will not extend beyond 6 months duration. Once concluded, an evaluation of the pilot will be used to inform future service design and delivery. The pilot and evaluation needs to be completed within the 2025/2026 financial year. This is a new contract to carry out a pilot of a new model to inform future service design and delivery. The contract is being awarded to an existing supplier. The approximate lifetime value of the contract is up to £85,000. The award decision-maker(s) are Director of Public Health, Education and Inclusion. Declared conflicts or potential conflicts of interest of individuals: Conflicts of interest identified among service area officers: 0 The relative importance of the key criteria that the decision was made on were weighted as follows: Key criteria 1 - Quality & Innovation (weighted 15%) Key criteria 2 - Value (weighting 15%) Key criteria 3 - Integration, collaboration and service sustainability (weighted 40%) Key criteria 4 - Improving access, reducing inequalities and facilitating choice (weighted 30%)  Key criteria 5 - Social Value (weighted 0%) The relative importance of the key criteria is weighted to reflect that key criteria 1-4 are important to the successful delivery of the service, with a higher weighting to key criteria 3 Integration, collaboration and service sustainability required to undertake the pilot in the timeframe required, and key criteria 4 Improving access, reducing inequalities and facilitating choice as key outcome of the programme is reducing health inequalities and ensuring equitable access to NHS Health Checks across Solihull. The primary objective of this pilot is to test the feasibility and operational integration of the proposed intervention within the Core Service offer. With a limited timeframe and resources allocated for the pilot, it has been necessary to prioritise core clinical and service delivery outcomes over Social Value therefore key criteria social value was weighted 0%. SoliHealth is able to deliver the required short-term pilot to support the NHS Health Checks Programme. SoliHealth has well established contractual and working relationships with Solihull Primary Care providers. SoliHealth brings an understanding of the borough's health landscape, including the specific needs of communities experiencing the greatest health inequalities. SoliHealth has established governance frameworks and data-sharing arrangements with primary care organisations in place, allowing the pilot to commence quickly and meet key delivery milestones. By using existing infrastructure, clinical expertise, and strong local partnerships, SoliHealth is able to deliver a cost-effective and quality solution to pilot an enhanced health checks delivery model that aligns with the programme's priorities of equity, prevention and increased uptake.  SoliHealth is well-placed to support the programme's aim of reducing health inequalities and ensuring equitable access to NHS Health Checks across Solihull. Solihealth's understanding of borough-wide health trends enable them to identify and respond to disparities in uptake at the practice level.  This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by midnight at the end of Monday 11 August 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Representations by providers should be sent to the Corporate Procurement Service, Solihull MBC via email procteam@solihull.gov.uk by midnight at the end of Monday 11 August 2025.
