      "features": "This tender will follow the competitive flexible procedure comprising of five elements; (1) Signed Formal Offer of Tender; (2) Procurement Specific Questionnaire (PSQ) which include the Conditions of Participation; (3) response to the Technical Submission; (4) response to the Project Management Submission; and (5) the Commercial Submission. \nScoring shall be a mix of pass/fail, discretionary pass / fail, and geared score elements which may include minimum pass score where indicated.
