  "description": "The decision to award this contract in line with the Competitive Process was based on evaluation against the basic selection criteria (in the form of a Selection Questionnaire), which was assessed on a pass/fail basis, and the PSR 5 key criteria, which were assessed on a 0-4 scale, with the below weightings. \nSeveral tender questions were asked under each of the key criteria.\nQuality \u0026 Innovation - 63%\nValue - 5%\nIntegration, Collaboration and Service Sustainability - 19%\nImproving access, reducing health inequalities, and facilitating choice - 3%\nSocial Value - 10%\nThe providers selected for award have been chosen as they passed the basic selection criteria and were the highest scoring bidder overall, against the key criteria. \nAfter conducting a thorough Competitive Process, taking into account the key criteria and applying the basic selection criteria, NHS Dorset is content that the providers\u0027 bids sufficiently met the key criteria and thus can proceed to contract award under the Health Care Services (Provider Selection Regime) Regulations 2023.\nThe evaluation panel consisted of representatives from NHSE South West Collaborative Commissioning Hub, NHSE Dorset and NHSE Southwest Oral Surgery Managed Clinical Network.\nThere was one potential declaration of conflict of interest made via the conflict of interest process and recorded accordingly. It was not deemed as an actual conflict or risk to the procurement, but was still managed accordingly with appropriate mitigations. \nAward decisions have been recommended by NHS Dorset Deputy Director Partnerships, Research and Innovation, with key decision makers being the Principal Programme Lead, Head of Primary Care and Dental Clinical Lead.\nThis is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 2nd July 2025. Providers were permitted to bid for one or multiple Lots.\nOral surgery deals with the diagnosis and management of pathology of the mouth and jaws that requires surgical intervention. It involves the treatment of adolescents and adults, and the management of dentally anxious and medically complex patients. Further information on the services can be found in the Oral Surgery clinical standards:\nNHS England \u00bb Oral surgery clinical standard\nThe services will provide Level 2 Oral Surgery for patients, either residing in or currently under the care of a General Dental Practitioner (GDP), in Dorset. \nAll Mandatory Dental Services, including simple non-surgical extractions, are excluded from the scope but some services will include Sedation in accordance with the Guidance for Commissioning Sedation for Dental Services in Primary Care 2017.\nThe aims of the service (with and without Sedation) are to: \n\u2022\tensure that equitable, accessible, cost effective, high quality Minor Oral Surgery (MOS) services are available to the public locally; \n\u2022\tincrease the availability and accessibility of the primary care based MOS services to those patients who require sedation to support them to receive a minor oral surgical procedure locally; \n\u2022\trelease pressures and waiting times for treatment at secondary care centres; and \n\u2022\treduce the number of patients receiving minor oral surgical procedures under general anaesthesia. \nPerformers will need to be accredited to provide the services to a Level 2 standard. The accreditation will be through an accreditation panel led by the Managed Clinical Network for Oral Surgery, with the support of NHS England and the ICB.
