    "description": "Newport Town Council seeks to appoint a qualified and experienced contractor to deliver comprehensive cleaning and maintenance services for the following public facilities:\nPublic Toilets - Stafford Street Car Park, Newport TF10 7LT\nCommunity Library - 53-55 High Street, Newport TF10 7AQ\nCemetery Chapel and External Toilet - Audley Avenue, Newport TF10 7DS\nThe scope of services includes routine daily and periodic cleaning, minor maintenance reporting, unlocking/locking of buildings, provision of cleaning materials, and compliance with health and safety and COSHH regulations.\nContract Details:\nContract Start Date: 1 August 2025\nDuration: 3 years, with an optional extension to 6 years subject to mutual agreement\nEstimated Value: To be proposed by bidders in the tender submission\nPayment Terms: Monthly in arrears\nKey Requirements:\nPublic Toilets:\nDaily 2-hour cleaning, steam clean monthly\nKeyholder responsibility\nCleaning of internal and external areas including graffiti removal and sharps disposal\nSupply of consumables (excluding liquid soap)\nCommunity Library:\n1-hour daily cleaning (Tue-Sat), deep cleaning every 3 months\nAreas include main library, offices, meeting room, kitchen, and toilets\nCleaning of carpets, vinyl floors, desks, and high-touch surfaces\nCemetery Chapel and Toilet:\nMonthly clean aligned with bookings\nGeneral surface and fixture cleaning, disinfection, and fault reporting\nTender Submission Requirements:\nBidders must submit:\nCompleted itemised cost breakdown\nContractor Competence Questionnaire\nThree references (including one from a local authority)\nCopies of Public Liability (\u00a35M) and Employer\u0027s Liability Insurance\nCompany Health and Safety Policy\nMethod Statements and Risk Assessments (including COSHH)\nEmergency Action Plan and proof of staff COSHH training\nEvaluation Criteria:\nPrice: 60%\nQuality of Tender Submission (documents and references): 20%\nCompetence Questionnaire Responses: 20%\nTender Timeline:\nClosing Date for Submissions: Friday 27 June 2025 at 3:00 PM\nEmail: tenders@newportshropshire-tc.gov.uk\nContract Awarded: 11 July 2025\nContract Start: 1 August 2025",
