For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 27th June 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.\nWritten representations should be sent to procurement@blackpool.gov.uk\nThe award decision-makers are the Public Health Senior Management Team who consist of the Director of Public Health, Consultants on Public Health, Public Health Business Manager and the Portfolio holder for Public Health Services.\nThere we no declared conflicts or potential conflicts of interest of individuals making the decision.\nAll evidence gathered to support each key criteria has been fully reviewed and considered. The Key Criteria Weighting Decision document was assessed against the evidence. The risks for and against making the award have also been considered. These all informed the decision to make the award.\nRationale for Weighting Decision:\nOne of the main criteria for referral to the commercial weight management service is completion of an NHS Health Check. This is to allow the selection of residents who are at a higher risk of CVD. The risk of CVD tends to increase in line with higher levels of deprivation, therefore, there is a higher weighting for improving access for those residents, and the resultant potential reduction in health inequalities if they take part in the programme. The use of a well known and trusted provider, with numerous group sessions available across the town to choose from, also increases the likelihood of a residents accepting a referral to the programme.\nValue -Research undertaken by Lavin et al, 2006, proved that a commercial weight loss management company could offer an effective solution and value for money. A further study by Stubbs et al, 2011 audited the rate and extent of weight loss in a primary care/commercial weight management scheme, and concluded that a commercial organisation is a practical option for the NHS weight management strategies, which achieves clinically safe and effective weight loss. Therefore, the cost of \u00a365 per client activation with Slimming World is considered good value. Plus, at the end of the programme they can have 4 weeks on-line support as part of the exit strategy, and can remain with slimming world at no cost if target weight is achieved.\nThough quality, innovation and value are important, the weighting decisions recognise that other criteria are priorities for this service. Due to the length of time that the provider has been operating, this has enabled them to continuously improve their service to increase the likelihood of positive outcomes for their clients.\nSocial value - weight loss groups inherently provide a platform for members to connect with like-minded individuals, share experiences, and offer mutual support. This sense of community can be particularly beneficial for those who may feel isolated or stigmatized by their weight. The social support and positive environment can contribute to improved mental health, reducing stress and anxiety related to weight loss. The positive support and recognition within the group can also help members develop a stronger sense of self-worth and confidence. Therefore, social value has been given the above value.",
