    "riskDetails": "Service is delivered on a \u0027demand led\u0027 basis, therefore we will need to work together to manage demand within the budget. Service delivery is also dependent on on-going sufficient staffing. Through mobilisation and contract management processes, we will work with the supplier on delivery of all areas of the specification. We are testing a new model where it is hoped out of area casework can be covered by providers working in those local areas; this may take some time to put arrangements in place. While we are not expecting any changes to legislation in this area, if there were, this would affect contract delivery.",
